PNKS was localized from CORD (Christian Outreach Relief and Development) in 1998, and officially registered with the Ministry of Interior in 2001. PNKS was first formed to handle the ABCD (Agriculture Business and Community Development) project of Cord. Ponleu Ney Kdey Sangkhum (PNKS), means Light of Hope, and its mission is to improve community welfare and dignity for vulnerable groups, especially people with disability, women, children and youth throught empowerment, and capacity development of community networks and local authorities with a focus on health, natural resource management, food security, democracy and good governance. PNKS recently carried out a strategic review with participatory inputs from key stakeholders including donors, community members, and staff. This strategic plan is the key outcome from that process.
PNKS has been implementing in Prey Veng, Kampong Speu and Kampot with a total of 58 target villages since 2011. PNKS is slowly moving into the northern part of Cambodia – Preah Vihear and Steung Treng in 2018. Currently, PNKS is implementing in 25 villages total in Preah Vihear and Steung Treng. According to Multidimensional Poverty Index, the two provinces are the poorest provinces with the MPI score 0.31 vs national MPI score 0.17. PNKS project completely phased out from the three low land provinces in 2022. In 2023, PNKS is looking for opportunity to expand into about 15 more villages.
